I don’t know what might be going on with your phone. But when I look under
sounds, they are all there. If you go under ring tones, they are all there,
when I go under text tones, both are all there. I have over 2000 ring and text
tones, and they are in both lists.

Ok,
So how can I assign a ringtone as a default text tone when it only shows when
I’m looking at ringtones?

Ever since iOS 9, they have grouped them in the same category. I think they
did this so you can use a ring tone as a text tone, and a text tone as a ring
tone. Annoying, but that’s how it is.
