Probably late on this but when you turn it on, tap / press the fingerprint
button on the right handside three quick times and vo type gives you the
accessibility features which you can tab through and then when you get to
voiceover tap the space bar and it will start up as normal for
Jus turn it on, wait a minute and start vo with a. Command triple press of the
fingerprint / power button. YOu’ll be in the initial setup screens.

I got the 13 inch with the Touch Bar. And I should have figured that Apple
would be at least one step ahead of me. :-) The minute I opened up the lid,
VoiceOver came on, and I was prompted as to whether I want to use voiceover.
