Did Apple acknowledge the bug and/or give a reason for the change? Control tab
isn't listed under the keyboard shortcuts and really doesn't make any sense in
my opinion. Weird.

You are absolutely correct, Theresa; and what a disappointing failure of
7.2.
The breaking of the Tab key as a navigation key in Mail was well documented
before the release.
Thank God for Control-Tab but I wouldn't get too used to it, were I you.
