It wouldn't make any sense to me to upgrade to fusion 4 then not upgrade the
tools. Why upgrade if you aren't going to upgrade completely?

You don't seem to have any choice about upgrading vmware tools. At least on my
system, the tools get upgraded automatically as soon as you start a vm.
