Hi, Karen. She used to use a program called score writer and a version of
cakewalk to create Midi music with four or more tracks depending on the choir
piece she was working on.
Someone at the Apple store also suggested a program called finale as one
possibility.

Hi. According to someone at the apple store, you can write one track to work
with the loops you create, but not more. He gave my wife another program to
look at.
The name escapes me for the moment, but it costs around $50.

But I believe he said his wife was sighted so, voiceover accessibility might
not be a high priority in this case.

Hi,
did you try bringing up the edit window with command E or pressing the edit
button or, bringing up the keyboard with command K, which can also be found in
the windows menu?

Unfortunately, there's nothing that works with VoiceOver. You write

Hi Paul!

musescore.org
Actually others looking for a program that lets you create notation using
midi might want to look at this as well, its one of the features.
I am not 100% certain how she likes to write, but it may be closer than

Hi. We took a look at it last night. It has nothing in it for writing a score.
It all deals with loops and recorded music. Interesting, but no way to enter a
music score.
Still looks like it would be fun to play with, though.

Cakewalk and scorewriter allowed one to do this using a mouse.
