at the log on screen. It is a check box.

This changed a few versions ago, but I can’t remember exactly with which
version. If you say it is different in Mojave, then the changed happened with
Catalina. Prior to the change, there was a checkbox to enable VoiceOver in the
Start Up Options section of Users & Group

This does not appear to be consistent with Mojave. I suspect this is for

It is under the accessibility settings in system preferences. There is a table
in these settings with different categories and one of them is VoiceOver. In
the VoiceOver settings here there is a checkbox for enabling VoiceOver. I think
this is the one you want.
