I definitely agree with you Jason. I sent regularly reports to Apple concerning
issues. But for me it's important to confirm issues at first by asking other
users for their experiences.

That’s how it is supposed to work, with the arrow keys alone navigating only
the items selected by the filter you apply, and VO arrow keys navigating all
table items regardless of filters.
As far as the predicate question, VO shift click is the mouse click combo, so

Also, the filter do work if I use just the arrow keys
