No, file valt was not on.
But today, its working.
Voice Over is talking at the log in screen.

You need to open the voice over utility by pressing vo+F8. Assuming your using
a lap top or bluetooth keyboard and have function keys set to perform normal
functions. Now, press down arrow twice. Now, Press VO+right three times.
Now, VO+space.

No, it's not a repair issue. Is it the regular sound effects or the VoiceOver
sound effects that you're hearing?
If you're hearing the regular MacOS sound effects but no speech or VO sound
effects, then I think that you may have turn VO speech off with the TrackPad
