I use them all the time for my recording studio issues with VoiceOver and if
its a bug have them note the bug. :)

Not sure why but no matter what I do in the Accessibility, Spoken
Content, Speaking Rate, I cannot change the value from 50 to 40 for the
system voice. Any change I make will revert back to 50. Any ides? Thanks.

I can move it either with arrow keys or the fast/slow buttons but
the value always reverts back to 50.

After interacting, you can also use left or right arrow keys. Does the same
thing as up or down.
