The function key is located in the six-pack of keys on the full-size keyboard.
It is the first key in the six pack and is in the same location as the insert
key on a PC keyboard.

You can use the control key with command-f5 to activate Voiceover. Also, you
can go to the System Preferences/Keyboard pane and select the "use function
keys as standard ..." checkbox.

Hi all,
I bought my first Mac today, and I've run into a snag turning VO on.
I tried command F5, but it only made a bonking noise. My guess is that the
function keys are controlling hardware, and I need to press the function key
plus command F5, but I don't know which key is the function key.
