my experience with this is that you can have however windows open that you
want. you can cycle around through all of them using command-accent or whatever
that is. maybe you have a different finder setting somewhere than I do but I've
had 3 or 4 windows open many times.

I know about the Command+~ to switch between open windows. My problem is
keeping them all open. It’s rare that I ever have more than two open. When I
try to open a third, the previous one closes.

the way I do this is command-tilde from wherever I am. most of the time that
will take me to my home driveor Macintosh hd. from that window I navigate to
wherever I want the second open window to be and then I can use command-tilde
to go between them. it'll say: "Cycle through windows."

With a Finder window open, use CMD + ~ to move focus to the Desktop, and then
use CMD + N to open a new Finder window.
Then use CMD + ~ to switch between open Finder windows.
As an alternative, sometimes you may want to use tabs instead of separate
Finder windows.
To create a new tab in a Finder
If you do not already have Finder set to open windows in tabs,
change that in its preferences. Then simply command tab between open tabs.

Here’s something I can’t get to work with any consistency…
I like to have more than one Finder window open at a time, pointing to
different drives or folders. Sometimes I can switch between then using VO+F2
but more often when I go to the desktop to open another volume or folder, the
current one
