Go into settings - general - accessibility - voice over.
You will find a slider to increase the voice speed as well as a button to put
it into the router.

My new IPad 2 arrived a little while ago. It is synching now and VoiceOver is
up and running. How do I increase the speed? The roter doesn't say anything
about speed.
