however, the other iPhone would have to log in to home sharing with the same
Apple ID as the Mac with the library.

If this is local content that you are referring to, the only way I know of
would be to sink the iPhone in question with the same library that the other
iPhone sinks with.
For content purchased from Apple, you would use family sharing.
