As far as I can tell, you're doing nothing wrong. That indeed is the right key
combination. Other than Donna's good suggestion, I can only suggest that you
ensure that TextEdit is actually selected by pressing VO-cmd-f5 and then making
sure that all those keys are press simultaneou

Try this:
1. With Text Edit Open, switch to the doc.
2. Bring up the Context Menu with Vo-ShiftM.
3. Arrow Down to Options, and press VO-Space.
4. Press VO-Space on Keep in Dock.
You should be good to go.
