My experience mirrors yours more closely I think. I freshly installed from Crucial USB flash drive with out issue. That in combination with SSD makes for a fairly speedy and clean install. One thing once in a while I get stuck where it won’t read my status, a simple VO restart clears the issu

Have done that a time or two and just did it now. Had to restart the Mac after it booted. An issue I see on occasion is where I might be arrowing menu extras or desktop icons and VO will not speak alternate items. Example, speak A skip B speak C skip D and so on. The busy is still there

another bug that I am aware of has to do with safari. When you are is safari and command-tab to get to another app, it will sometimes keep placing you in safari no matter what you do. It will also read the text your cursor was on when you switched to another app. I don't know the steps to reproduce
