Funny as that was exactly what I was doing but it would not work. I did get it
to work using VO comma to drag and then VO shift comma to drop. I think both
methods may work just not all the time. Thanks again.

This was how I did it.
Go to your mailbox list.
Interact with the mailbox you want to send to the Favorites bar.
Hit the Drag and Drop command, VO-comma. You should hear that the item has been
selected for drag and drop.
