Just for something to try, I reset the energy saver preferences to factory
defaults and the situation improved considerably. I have a hard drive in this
mac mini with no SSD.
I’ll continue monitoring the situation.

Do you have any apps like dropbox installed? Here on my imac 2013 my
machine comes up and only takes a few seconds to load the finder. I did
do a clean install as I have had some issues with my machine booting,
but a restore saulved things and now all is well.
