I had that problem too.
SO i clicked on the no trusted device and got a sms with a verificationcode
which worked.

When you hit allow to allow your device enter the code displayed on the next
screen on your device before you hit OK on your phone.

I tried to log in to get a new macOS installer and entered the
verification code sent to my iPhone which failed. What confuses me I
also get an iCloud dialog with a verification code. Too many attempts so
am now locked out for a few hours. While I wait, can someone clear up
this confusion? A
