Hi Tim. Yes, this is a bug. In previous versions of macOS, when the monitor
goes to sleep, Voiceover doesn't say anything. I don't understand why this is
different in Sierra. And yes Andrew, I did report it while I was beta testing
Sierra.1.

This is actually normal behaviour in a lot of cases. VO is just telling you
what window has focus. I doubt that it is actually a bug.

I was going to ask that very question, why am I getting this feature you are
talking about which is happening on my 2014 MacMini. However on my late 2012
IMac, this feature is not happening. Both machines have System Valt enabled.

Hi Shawn, I see the same behavior on my machine and I do use the unlock with
watch feature.
It says that string of sentences twice or sometimes 3 times as it boots, I
usually just press control or some other key to skip the babbling at that stage.

Unlock with Watch is more reliable. Aside from other small stability
improvements, I've not noticed anything for VoiceOver in 10.12.1.
