So far, 10.9.3 is the latest beta, and there won't be a 10.10 beta until June.
I've seen nothing about restrictions as of right now, so only time will tell if
*everyone* can access 10.10, unless I missed an article?

Yes, it's free, but I don't think it allows you to test betas of major
versions, unfortunately. I do encourage people to do this as well, the more
testers that use accessibility features, the better.
