I have mine already set that way. Wonder if there is another setting you have
that is different.

I haven’t noticed it. Definitely try Sequoia if that isn’t what you’re running
already.
If the problem still occurs, we’ll need to try to work out why some of us are
experiencing it and others not.

VoiceOver has been doing this for a while. At least since the release of
Sonoma, and maybe longer than that. I don't know of any way to get rid of it,
however I am not hearing it in Sequoia, so if it is really annoying to you I
suggest you do the sequoia update.
