Okay,
Maybe I figured out what was going wrong. I was trying to paste it to the
Applications folder that was showing in the DMG window, which is an alias. When
I pasted it to the actual applications folder it worked.

Open the dmg, interact with the volume then select and copy with
command -c the application file and paste it with command-v to the
Applications folder. On the desktop select that volume and eject it

I’ve read all sorts of stuff on the web, and they say how simple it is. Just
drag the resulting app to the applications folder. Really?
Here’s what I’m experiencing:
1. Command O on the .DMG file
2. A finder window opens with just to entries
One is Applications, and the other is the name of the
that can be checked in the VO Utility under Speech. the mac itself also has a
Language and Region setting under system Settings.
