it wasn't fishing. I knew the person who sent the money and I knew she was
going to send it. the notification had her name and the amount she sent. I had
accepted money from her before so imo it had nothing to do with fishing. the
problem was that I was having trouble moving to my bank account.

I cannot speak to your personal setup, only that I am not charged for
getting funds, regardless of the source of those funds...but that is me.

Wow, I've never had that happen before whenever I've excepted money. Sometimes
you may have to get out of it and then go back into it. I've even done it,
where I go to the wallet part of PayPal, and go and except it that way. Without
even using the notification. Try that and see if that works.
