It sounds like they just didn’t use accessible elements in their design of the
app. VoiceOver has nothing to hook on to, so it won’t really matter what your
settings are.

No, have not tried that. But first, it would be happening quite often, and I’m
not sure that I can even move around the screen. The tab key dows nothing, and
using the trackpad also does nothing — at least with regard speaking to me.
