What happens if you use Control-F8 from Finder instead of VO-M twice?
You should be able to use the regular Mac keyboard shortcuts as well
as VO-M, so Control-F2 from Finder is an alternative way to navigate

true whether I use preview pane or open the message. It's also true regardless
of which method I use to read it.
A few people have said they can't duplicate this behavior, so, perhaps, the
