There is a setting under vm fusionn that sets all the function keys to work
as normal windows / pc function keys.
I struck this problem when sat down to use a fusion xp image and it was
using the function keys in a weird non windows fashion.

Hi Buddy, I really hate expose, it really confused me in the beginnin when some
of my function keys did strange things like freeze the keyboard. Where can I
change these setings so that my function keys do not work as expose keys?
