The setting of LANG should not be necessary. LyX requires the ISO-8859-1 to

Add the line
fr_FR ISO-8859-1
to /etc/locale.gen an then run the command
locale-gen
Both must be done as root of course and should work on all debian based
distros.

found ... I dont remember where...
But
It works in french
except for the menu bar where the accent are lost.
locale -a |grep fr_FR give me
fr_FR.utf8
And when I start LyX from the console I get:
