There has been a vehement request on trac for non-changing shortcuts for
argument insets. Here is a patch. This would also solve the problem that it
gets difficult to find a free accelerator for each argument.
(the change in German binding is necessary since M-a is already bound

Putting everything in menus.bind would make sense. There are already
some M-a (paragraph parameters) there. Of course, this means that the
M-a prefix does not really have a meaning.
