That's what we did (with the KDE icons). It's nowhere near good enough.

We badly need an artist on staff.

i downloaded (and compiled) 1.4pre4. it looks and feels good: not like the
unstable and slow beast it was some time ago.
for now (i just started using it for serious stuff) i have some small remarks.
i hope you find them useful, if not: just ignore.
