$> make distclean
$> ./autogen.sh
$> ./configure --with-frontend=qt --with-qt-dir=/usr/lib/qt3
$> make
$> src/lyx

I got the latest CVS LyX 1.3.0 sources (Dec. 4th) and compiled it with
