Once you put it on public ftp it will start to spread without our control,
so we shouldn't change the tarball.

There were quite a few bugs with 2.1.3 milestones that have been fixed
in master. You may get emails about these. It'd be nice to get the fixes
pushed to stable if possible as early as we can.
