This resulted in forms.h not being found part way through the compile.
Switching over to absolute pathnames resolved the problem.
I recommend either :
i) ./configure convert relative pathnames to absolute, or
ii) it give warnings that relative pathnames are unsuitable, or
iii) fallover completely with an errmsg
