The following tests are failing for me on current master. Note that I haven't
updated my TeX Live distribution for a couple of months. And I saw a couple of
notes mentioning the new babel system so perhaps I just need to update. I will
try that next week.

Done after getting the nod from Riki.
FWIW this code needs a shell so it is only used for unix-like systems.
