PATCH: Bug #7975 and Toggling

The attached patch changes LyX's toggling behavior in the way suggested by JMarc in earlier discussions of this bug. For EMPH, e.g., we check the first letter of the selection and then set the entire selection to the opposite. We do the same for all other toggled features. Comments welcome.
