After trying 3498 a number of times over a few weeks, I went to a
Telstra shop, and the guy there agreed that the 3498 freshness was
useless - it basically calculates the first time and caches that result
forever - he looked up my phone number's 3498 results cache in some
Telstra database

VoLTE support is somewhat carrier customized (unfortunately).
I have been going through this issue too. I found that the Fairphone 5,
for example is reported to work on Optus and Vodaphone with VoLTE, but
reportedly not working with Telstra. See:
