Yes, that issue is the same.
Your issue does not affect me as I'm using PowerPC architecture which does not
have official build of 15.10. I think, there will be better to check upstream
if weather source (afaik yahoo weather) had any changes in api or on web pages.

relevant information. I will say, I have problems with the Kubuntu widgets,
too, so this may actually affect the entire Ubuntu project. Maybe some
server/port issue?

Please make sure to click the old "affects me too" button on the bug. The
more of those we have, the more attention the bug is likely to get.
