This is the the work around and I confirm, it is working perfectly :D
I would never figure this out myself so thanks to Jonathan Marsden for the
workaround and now, we just need to wait until this is fix

I experienced the problem as well, but it only happened on the two
systems I installed from a live CD (in one case), and a live USB in the
other.
My several upgrades from 12.10 didn't didn't encounter the problem
(well, at least this system didn't - I'll check the others).

Test 1:
Lubuntu 13.04 i386 Desktop - CUPS is OFF hence sudo start cups -
