I happened to have a xenial mini system (text only), where I had
attempted to get Swedish. It was only partly successful. For example the
header line is in Swedish, but the keyboard is, well, was :-) in US English.
I could make it Swedish
With the alternate lubuntu iso I just needed to do the sudo
dpkg-reconfigure keyboard-configuration
and it updated the /etc/default/keyboard file.
