I installed lubuntu-18.10 (not an upgrade) and it always reboots when I
try to shut it down (18.04 worked).
I tried shutting down when logged in and it reboots.
I tried doing a shutdown after logging off and it reboots.
I tried the command line "sudo shutdown now" and it reboots.
