Well, this is happening at my machine too, Skype is adjusting the mic volume.
Do you have any communication issue with Skype?

I hope you are also getting SIP set up parallel to Skype. Skype is
rather limiting with its proprietary protocol and closed binaries. It
won't run on any platform except x86.

My machine is not old, it is, as explained on that YouTube Video, an HP
Pavilion DV6 with Core i5 and 4GB RAM that running 3 systems at the moment:
Lubuntu 12.04, Ubuntu 12.10 and Windows 7.

Maybe the microphone is picking up noise and turns itself down unless
you turn off that automatic option.
If you are using a built in microphone, try with a head-set instead.
