well this gets taken care of by lxsession-edit aka Desktop Session Settings
(in Preferences) but to fix Skype, you need to edit it in Skype Preferences
itself from what I remember.

Using Lubuntu 12.04, which on my system was ubuntu and then had the
lubuntu-desktop package installed
I am looking for the widget thing that brings up a list of start up
applictions, with tick boxes so anything un checked can be stopped from
starting at login.
