do--meeting face to face, working together, celebrating--only make
sense at the city level.

I make stickers and buttons with the Ubuntu logo all the time. I'm
not *selling* them, but I just assumed LoCo teams had blanket
permission to use Ubuntu marks for promotional purposes.
I know other teams have sold T-shirts and things with *their* logos on
them. That may be a better route to go
My vote would be for calling it like it is: Sponsored.
Anything that appears to confer special status or recognition ends up with
similar problems to "approved."
It makes the pitch a lot easier too: "Go through our process and we give
you stuff. If not, coo'. Either way, keep spreading Ubuntu!"
But you can (and should!) be part of the Ubuntu community without having to
go though the approval (or verification or sponsorship or whatever) process.
