In the Catalan team we have an IRC meeting every 2 weeks where anyone
can show up and participate. Decisions are made there by voting on IRC
(only team members* can vote, and there must be enough quorum for the
vote to be valid). After a decision has been made team members still
have a certain time
A similar case happens in Venezuela, there's a council, actually
issues are discussed via mail or irc. Usually on our IRC meetings we
let people attending to vote, those not attending (Even if they're
part of the CC) wont have the right to vote.

having a Council really helps with conflict resolution and your team has

official members. The community council make son decisions, and when
we have meetings we ask for the official members opinion.
No official members can express their ideas, and if its a good idea,
we take their opinion.

I suggest that you give a chance for people to express the ideas n a
subject in a meeting just like Jesper suggests. Try to reach a
consensus on various options and let the Community council assess and
vote on the different ideas proposed by members.
