Commit 937abe88aea3 ("dmaengine: xilinx-dma: move header file to common
location") moved xilinx_dma.h to a common location but neglected to reflect
this move in all its users.
This causes compile errors for several builds.

1) Correct handling of CREATE_BUFS in usbtv_queue_setup was missing. Added this.

This cam seems to return different values on long commands, so make status check
in sn9c2028_long_command() more tolerant. Anyway, read value isn't used anywhere
later.

I've also seen that the Hauppauge HVR-2205 Windows driver enables this
option, but it seems to me that that board works ok also without this.
