Caused by this commit:
295458e67284f57d1 cgroup: call cgroup_subsys->bind on cgroup subsys
initialization
cpuset_init() is called after cgroup_init(), so when cgroup_init() calls
cpuset_bind()
top_cpuset.cpus_allowed is NULL.
