OK. That worked. Thanks! It is worth noting that the 2.4.0-test9-pre9
kernel doesn't care about the {r,w}mem_m
You need to set your /proc/sys/net/core/{w,r}mem* values large enough
for the window scale to have any reason to have a non-zero value.
