tar -xvzf the.tar.gz
and if you d/l the binary there isn't much to install
just run it with ./netscape

If file is compressed with Tar Gzip (*.tar.gz) - You should open it in
Archiver and to
extract to any directory you want. Then go to that directory any run the
file
