Thanks to Tzafrir Cohen, I fixed a few problems:
1. the scroll lock led now works in X
2. the console keymaps now emits latin capitals when both hebrew and
shift are pressed.
3. Another console font file (with different typeface) is available.

A tarball containing all the configuration files necessary to use a
hebrew keyboard with both console and XFree86's xkb extension is
available at http://www.cs.bgu.ac.il/~zivav/hebrew/hebkeys.tar.gz
The windows keys are used to input hebrew chars.
