This is independent of locale. The get_date function simply treats
xx/yy as US format according to "info date".

yes, that what i want, but that's not what i get.
it thinks the 11/9 is september 11, instead of november 9 (i.e. 11/9
vs 9/11 format)
what is your locale ?
