I don't think since if I set on my squid machine the proxy to said ISPs
proxy and surf it works well. This means there there is no problem to
connect from my machine to the proxy server.

Well,
it tries to connect and I see with netstat that it connects and nothing
happens. just like this. After several minutes it returns the error
message to the browser.

sample of your config, and also tell me what proxy are you using (squid
version, IP address), and how you're connect to HUJI.
I'll be able to assist you directly with the HUJI-
it does actually and even if it didnt' still no reason why the proxy
wouldn't work Schlomo what exaclly doesn't work means?:)
look at the logs do you see an error there?
